After more than three years of mapping challenges, proposal drafting, and federal review cycles, the Broadband Equity, Access, and Deployment (BEAD) program has entered its most consequential phase. As of early 2026, the large majority of states and territories have received final proposal approval from the National Telecommunications and Information Administration (NTIA), and state broadband offices across the country are moving into subgrantee selection, grant agreement execution, and the early stages of construction. For the municipalities, counties, and tribal communities that stand to benefit from this historic $42.45 billion investment, the operative question has shifted. It is no longer “will BEAD dollars reach my community,” but “when the crews arrive, will our network infrastructure be ready to make the most of it.”

The scale of movement is real. Most jurisdictions have cleared NTIA's map-accuracy and coverage-overlap reviews, executed subgrantee agreements with awarded internet service providers, and begun the permitting, pole-attachment, and make-ready work that precedes actual construction. Roughly two-thirds of BEAD-funded locations nationally are slated for fiber deployment, with the remainder split among licensed fixed wireless, low-earth-orbit satellite, and other technologies depending on geography and cost per location. Several states, including West Virginia, North Dakota, and Vermont, have posted fiber-deployment rates above 85 percent in their final proposals, underscoring how aggressively rural and underserved regions are being prioritized. Construction is expected to ramp meaningfully through the second half of 2026 and into 2027 as agreements finalize and crews mobilize.

That is good news for unserved and underserved households. But BEAD was never designed to stop at the last mile. It is designed to expand access, and expanded access changes the demands placed on everything downstream of it; municipal networks, public Wi-Fi, community anchor institutions, and the IT teams responsible for keeping it all secure and running. A community that spent years advocating for broadband investment can still be caught flat-footed if its own infrastructure, staffing, and security posture were never part of the planning conversation.

Expanded Access Raises the Stakes for Every Connected Service

BEAD is often described purely as a construction program, but its real purpose is broader: it is meant to make telehealth visits, remote learning, e-government portals, precision agriculture, and remote work genuinely available in places where they weren't before. Each of those use cases depends on more than a fiber strand reaching the property line. It depends on the school's network being able to handle a class of students streaming video simultaneously, the library's Wi-Fi reaching every study room, and the city's own systems staying secure as usage climbs.

In other words, the success of a BEAD build-out will ultimately be measured by resident experience, not just by miles of fiber placed or households passed. Municipalities that map their own readiness now are the ones best positioned to show, a year from now, that the investment actually translated into better connectivity for schools, clinics, small businesses, and public safety, not just a press release about a construction milestone.

Why “Shovel-Ready” Isn't the Same as “Network-Ready”

It's tempting to treat BEAD construction as something that happens to a community rather than something a community actively prepares for. Once a subgrantee is awarded and a construction timeline is published, the instinct is to wait for the fiber to arrive. That instinct is costly.

New broadband infrastructure interacts directly with everything municipalities already operate: city hall networks, public safety communications, library and community center Wi-Fi, traffic and utility monitoring systems, and public-facing digital services. When new middle-mile and last-mile infrastructure lands on top of an environment that hasn't been assessed, mapped, or hardened, the result is rarely a smooth handoff. It tends to look like redundant trenching, misaligned capacity planning, exposed network segments, and a spike in support tickets that could have been avoided with a few months of advance planning.

Every month a community spends without a clear picture of its own network posture is a month of lost leverage. Readiness assessments conducted before crews arrive are dramatically cheaper than remediation conducted after; a rule that holds true across almost every infrastructure discipline, and broadband build-out is no exception. It is also a rule that state broadband offices themselves are increasingly aware of: several states have begun encouraging or requiring subrecipients and local partners to document existing infrastructure and coordinate permitting and make-ready timelines well in advance, precisely because uncoordinated construction creates delays that ripple across an entire project area, not just one municipality.

Four Blind Spots Worth Closing Before Construction Begins

A serious readiness assessment addresses four areas in particular:

•     Current network capacity. Can existing municipal infrastructure; core switching, backbone circuits, data center or cloud connectivity, absorb the increase in traffic that comes with expanded broadband access? Many municipal networks were sized for yesterday's usage patterns, not for a community suddenly capable of gigabit speeds.

•     Wi-Fi coverage gaps. Public Wi-Fi in libraries, parks, community centers, and downtown corridors is often the most visible way residents experience the benefits of broadband investment. Yet many municipal Wi-Fi deployments haven't been resurveyed in years. A gap analysis identifies dead zones, aging access points, and underserved public spaces before residents notice them.

•     Cybersecurity posture. More connectivity means more attack surface. Municipalities are already frequent targets of ransomware and other attacks, and the new infrastructure, new vendors, and new network segments introduced during BEAD build-out create additional points of exposure if they aren't accounted for in existing security architecture. A security audit conducted before construction gives IT teams the chance to segment, monitor, and harden proactively rather than reactively.

•     IT staffing and capacity. Assessing and managing new infrastructure is an ongoing workload, not a one-time project. Many municipal IT departments are lean by design, and BEAD-driven change can quickly outstrip the bandwidth of a small internal team. Readiness planning should include an honest assessment of whether current staffing can absorb new monitoring, maintenance, and vendor-coordination responsibilities, or whether outside support will be needed.

None of these four areas is optional. Skipping any one of them tends to surface as an expensive surprise six to twelve months into construction, at exactly the point when it is hardest and costliest to fix.

Turning Readiness Into a Concrete Plan

A readiness assessment is not an abstract exercise, it produces a specific, actionable plan, typically built around three components.

Site surveys establish ground truth. Rather than relying on network diagrams that may be years out of date, a physical and logical survey of municipal facilities, public Wi-Fi locations, and connected community assets confirms what equipment is actually in place, its age and condition, and where new BEAD-funded infrastructure is likely to intersect with it.

Capacity planning translates that ground truth into a forward-looking model. Given projected adoption rates, anticipated device counts, and the bandwidth profile of new fiber or fixed wireless service, what does the network need to look like in eighteen to thirty-six months? Capacity planning at this stage prevents the common failure mode of building for today's traffic and needing a second round of upgrades almost immediately.

A security audit closes the loop. This means reviewing network segmentation, patch management, endpoint protection, access controls, and incident response plans against the reality of an expanded, more complex network environment — one that will soon include new vendors, new hardware, and, in many cases, new user populations relying on public infrastructure for essential services.

Together, these three components turn “we know BEAD construction is coming” into a documented plan with a budget, a timeline, and clear ownership.

Rework Is the Expensive Alternative

The alternative to a readiness assessment isn't “no cost”;  it's deferred cost, usually at a worse exchange rate. Retrofitting security controls after an incident is far more expensive than designing them in advance. Expanding core network capacity after a rollout has already strained it means downtime and emergency procurement instead of planned upgrades. Bringing on IT support after a crisis means paying a premium for speed instead of negotiating a manageable, ongoing arrangement.

Municipalities that treat readiness assessment as a prerequisite and not an afterthought, consistently get more value out of every BEAD-funded dollar that reaches their community, because the surrounding infrastructure is prepared to carry that investment rather than absorb its shock. The same principle applies to staffing: a lean IT team that is stretched thin managing day-to-day operations rarely has the slack to also manage a construction timeline, coordinate with a new ISP partner, and monitor an expanded attack surface, all at once. Identifying that gap during a readiness assessment, while there is still time to plan for it, is far less disruptive than discovering it mid-project.

A Natural Role for Managed Service Providers

For managed service providers already working with municipal and public-sector clients, this moment is an opportunity to lead with value rather than simply respond to requests. Conducting a structured readiness assessment  covering capacity, Wi-Fi coverage, cybersecurity, and staffing, gives municipal leaders exactly the kind of independent, expert-informed picture they need to engage state broadband offices, awarded ISPs, and their own elected officials with confidence.

In practice, this typically means an MSP delivering a written readiness report the municipality can share internally and with partners: a current-state network diagram, a prioritized list of capacity and Wi-Fi gaps, findings and remediation steps from a security review, and a staffing recommendation that accounts for the added workload construction will bring. That deliverable does more than prepare the network, it gives elected officials and grant administrators a documented, defensible plan to point to if timelines shift or questions arise about how local infrastructure dollars are being spent.

For MSPs, it is also a chance to deepen a client relationship well before construction begins, rather than being called in only after a problem has already surfaced. A readiness assessment delivered now positions an MSP as a long-term infrastructure partner for the community, not a vendor brought in to patch a single issue.

BEAD dollars are moving. The municipalities and MSP partners who move now; assessing capacity, closing Wi-Fi gaps, hardening cybersecurity, and right-sizing IT staffing , will be the ones positioned to get the most out of this investment when the crews finally arrive.
